The ferry terminal's a 10-15 min bus ride from Jincheng, Kinmen's largest town. Public buses 7, 7A and 7B run between the pier and Jincheng. (Check How To Get Around Kinmen for more info) From Shuitou Village, it's a 20-min walk to the pier.
There's a taxi rank on the parking lot side of the terminal building. Inside the ferry terminal, there are ATMs, money exchange services and a general help desk.
A few steps out of the terminal building you'll find the bus stop, a restaurant and a row of shops, making it the perfect place to pick up souvenirs. You'll find gong tang (Kinmen's peanut candy), Kinmen's special thin noodles, Kinmen pottery, Kaoliang liquor, bombshell knives, and yi tiao gen (a local Chinese herbal medicine product), in addition to Taiwanese specialties such as pineapple cakes.
